If there's a huge run on WRs between your first two picks, which I expect there will be, but still some of the top QBs left you might want to hold off on a QB. The same is also true if all the top QBs go between those picks and you're left with a bunch of second tier QBs on the board.

Or if something crazy happens, like Roddy White or Calvin Johnson are still there at your round 2 pick. Then you'd have to take that value.
