I think that for the most part, if there are a group of people that are all behind the top competitors, it doesn't matter so much what order the bad ones are eliminated. So they keep the ones that cause the most drama. But that still doesn't explain why Tommy is still there. The only reason to keep Tommy or Elise is to see how the actual competitors deal with them.
