my biggest issue in there is "even if paying the bills means giving me a check or cash" - um, that's not 'paying the bills.'

she needs to learn to PAY BILLS. before they are due. figure out how and when and how that works with her pay schedule, etc etc.
and, for the record, she probably WILL fuck it all up at first. you learn from your mistakes. let her fail a little.
