I doubt you'd get anyone. dna testing has been common for ~20 years, and the hypothetical confessors haven't been caught yet.

the only way they get caught is if they're busted for something else, then there's a reason to collect dna.
don't commit any more crimes, and you're almost certain not to be caught. if you're committing more crimes, why would you come forward?
