I believe that they volunteer, or else "request" for Tomb of the Unknown .. but they go thru a very strict program to prepare for it ,,,

i almost want to say from something I saw about it all once that they have to be accepted into "the program" and that there's a very rigorous deal they go through to "earn" the priviledge .... something I want to say that I remember includes going for a specific amount of time going through what amounts to a vow of silence.
