The amendments to the constitution (including the bill of rights) are as much a part of the constitution as the rest of it.

Those amendments required majorities to pass. The purpose of the bill of rights was to be sure that the majority could not take away certain rights of individuals and minorities notwithstanding that a majority may wish to do so. To leave it solely to the majority to protect those rights would be folly.
