Um, no, that cannot be blamed on him. The GOP would never let it pass anyway.

He appeased the GOP by not putting it on the table and avoided a long drawn out debate with every Republican house member. Considering none of them believe in global warming, and would fight this tooth and nail, he made the right decision.
This is just another example of how the GOP is 40 years behind the rest of the country and really have no idea how to run the house.
