And they sort of are, going back to Mirrodin last year and next year is rumored to be a return to Ravnica (which I acutually would like), but somehow they come up with something newish enough to keep it fresh.

I think they went back to Mirrodin as sort of a pride issue. The first time around failed so they wanted a do-over. - Qale Sep 5, 11:30
