When Cali started having money troubles a couple of years ago, the first thing that got cut was retiree benefits.

Plus, he and his wife split up, she got the house and the stuff, evidently. And finally, Unser was a city employee, of a very small city. They wouldn't have the same benefits as a county or state employee would.
As for your other question, I didn't see any Russian women. The only reason the russian guys were there was because it was an undercover business meeting, they didn't give a damn about a wedding.
