Answer: Wikipedia says.......

A chandlery was originally the office in a medieval household responsible for wax and candles, but during the 18th century chandlery came to refer to a shop selling nautical items for ships and boats.

Reason for the chjange has to do with the chandlery's when they sold wicks, candles, soaps and other stores providing many of the original items that boats needed.
