is that the 4 16-team conferences will break off and start offering scholarships based on the full price of attendance for all sports.
They're the big daddy football programs and the only schools that can realistically afford this.
So you'll have 64 teams in the Big Daddy conference, and you'll take the remaining 40-50 and combine them with the top half of Division 2 (Delaware, GA Southern, etc.) to create the new Division 2.
