i know my credit cards offer me super super low interest (0%, .99%) for cash advances constantly.

yes, you pay 1% up front for the transaction. and yes, it doesn't last forever, but i think my last offer was for 15 months or something.
also, did he even GET the 18K yet? i think it was 'expected', right?
