It's impossible to say with certainty when is and is not a great time to take on risk in your investing. But what you can say with some degree of

certainty is that low interest rates that serve to improve the level of credit and reduce the debt burden in the marketplace have a knock on effect in that those who operate under above conditions with performance targets will invest monies (other people's money) in vehicles that under normal circumstances they wouldn't dream of doing given current prevailing climate.
If you listen to those on Wall St and to those that perpetuated the boom, there's never a bad time to invest; there's never any significant risk, and if there is, your remedy to that is dollar cost averaging. What a joke.
