actually, not just context like aberrations from norm being impactful, but also that a lot of buildings/stores/homes here aren't

I feel more of what you're saying when we have very-cold-for-us spells, because it's more obvious; but, actually, when we have the hothot or hot/humid ones, I tend to deal with them by avoiding exposure as much as possible. if you can't do that, there's obviously going to be more of an impact.
