do you know why he's doing it? is he frustrated or not getting attention or...?

it's been a while since the next gen. kids were young enough to be biters, but my recollection is that the first line of action was to give a hearty "NO!" and then to put them down or step away from them to get out of biting range. they need to know that biting is associated with badness and sadness, so no laughing or the like.
show that you're upset and/or hurt, so that's associated, too.
