there are a lot of regulations regarding this...

you get tax breaks, different regulations if you broadcast OTA... Turner in ATL has 2 sets of redundant towers with battery banks around the city in case power were to go out.. if they go off the air for even a second, they are under different regulations.
all the major networks still broadcast, plus the usual public access stuff. TBS does not, which makes me sad.
