That makes no sense. They're rich, and want to creat more wealth, but they don't because the gov't won't let them?

Then how did they get wealthy? Clearly they can do it. They inheireted their money, but now it's too hard to get richer? Though crap.
If they think it's hard, the guy who's earning minimum wage and has to hope against hope he can afford childcare for his kids.
When you're rich, you have so many things slanted your way, to complain that the poor have it too easy is just horrid. "I got mine, why don't they get thiers" is selfish arrogance.
