In my perfect world, I would get rid of all corporate welfare programs and subsidies, save tax credits for businesses in economically depressed areas.

The amount of money that a well connected profit making businesses can get from some levels of government is obcene. If a businesses wants to set up in an economically depressed area (subject to a through evaluation criteria), then I am okay with tax incentives...not any subsidies, grants or government guranteed loans.
But then I would likely lower the corporate tax rate (still something reasonable....more than 10%) but with all the loopholes closed, these companies would actually end up paying something every year.
