Given the severity of the storm I'd be surprised if there was any right choice.

But we probably don't know whether those who died were more, less or equally likely to heed warnings.
It's probably fair to say that the reactions of those killed are statistically similar to those who survived, but it's hardly a foregone conclusion.
Heeding the warnings may not have even mattered.
