Those issues would still be there, so why would you want to add an additional cost to doing work in the US?

They're already not paying taxes on money they make internationally that's not brought back to the US. Making it cheaper to bring back to the US doesn't help them outsource work. They can already use that money to pay for international investments right now without US taxes since it's not being brought back to the US in the first place.
