Clay is in full panic mode. He (with Gemma's knowledge and tacit consent) killed John Teller (Jax's father and Gemma's husband)like 25 years ago. The Sheriff, Wayne Unser (who is now the retired sheriff dying of cancer) had some real questions about the death. It was clearly a murder, but Clay and Gemma insisted it was by a rival club. Unser investigated, but he did show some questions on the death report. Somehow he discovered that Clay did it, but by that time he had falsified some info on the official report and Clay has basically blackmailed him about it all these years. So anyway, JT (John Teller, Jax's Dad) left Jax all his journals. JT was a free spirit and a dreamer, that's why he founded the Sons of Anarchy after he returned from Vietnam. He and the original club members (Piney, Bobby Elvis, Clay, Otto) started running some guns for money on the side, but they made most of their money from the Cycle shop. JT was also non-violent. Anyway, he made his way to Ireland to start a brother club there with the IRA members furnishing the guns. He fell in love with Maureen, she got pregnant but didn't tell him until much later, after he returned to the US. She had Trinity (hence the total freak out when she and Jax showed a bit of interest last season)and then wrote JT about having a daughter. They corresponded back and forth, prolifically, and in several letters JT said he knew that Clay was getting into some dirty stuff, was all about the money, he was greedy, and he knew that Clay was fucking his wife. He also said he feared for his life. Maureen kept the letters, then stuffed them into Jax's backpack before they left Ireland. Then they guys came back, shit went down and they went to prison for 16 months. In the meantime, Tara found the letters and read them. Gemma fround out about them and freaked out. Told Clay. Both of them know that if the club ever found out that he killed the founder while at the same time fucking the founder's old lady, Clay would be killed and buried out in the desert somewhere. So for the past few weeks they've been trying to find the letters before Jax read them (I think he already has). Tara made copies and hid the originals so when Gemma came to steal them, she got copies. Same thing with Wayne Unser. He managed to get copies, read them, realized how evil Clay really is, then burned the letters and told Clay and Gemma they were nothing but love letters. Gemma's cool with that and let it go. Clay, the control freak, won't let it go.
So tonight, when Clay met with the head of the Mexican drug cartel (after the old hide the cocaine episode with Juice) and told him that he needed for their "Doc" to be off'd because she knew way too much. The really scary Cartel dude said, "sure no problem, give me a few days to pull it together." And thus set the stage for Tara's murder, regardless of her being the love of his step-son's life and the mother of his grandchild. BUT, Wayne Unser, former sheriff and terminal cancer patient, has figured out something's up. He knows he can't protect Tara on his own so he sent some fake threatening letters to Tara and to the police chief hoping they'll pick up the ball. Also, Clay was careful to not let Gemma know about this because deep down he knows that she'll choose Jax (and by extension Tara) over him.
So yeah, you were wrong about him getting the Mexican gang (the Mayans)to do the hit, and he's not the one bringing in law enforcement (that's Unser). But he is doing it to try to keep the original lie (that he killed John Teller) covered up, regardless of who gets hurt. Plus, he's an evil mother fucker.
