Think of it in terms of %. There are 50K people in the town, so this is (presumably) a large % of jobs there

Also, these are sustainable jobs that will still exist (though perhaps somewhere else), as opposed to companies that are laying off jobs that no amount of gov't support would be able to save.
Lastly, being the HQ to a big company likes Sears puts a small town on the map, and differentiates it from every other similar-sized town
