He was bi-polar/manic-depressive. He wasn't ALWAYS frantic. In fact the episode opens with him (spoils)

in a funk deep enough that he wishes he was dead.
The visit from the Doctor and Amy break that funk, inspire him to paint again.
The only change to history as we know it is a dedication to Amy on a sunflowers painting and an exploding TARDIS painting. In other words, damn near exactly the life he lived before the beast showed up and the Doctor appeared.
