Those pet ID chips do not transmit. You can't track a pet with them. They are there to ID the pet once it shows up at the pound or a vet clinic.

Now, tracking COLLARS... Yeah, these animals should have had them. But the law didn't require the guy to have permits, let alone a way of tracking an escaped animal.
