As a point of reference, the farm was 4 miles from downtown Zanesville. Hardly a thriving Metropolis, but still a town of 25,000.

50+ wild animals with little fear of people less than 5 miles from 25k targets.
As sucky as the outcome is, the cops had to protect those people as their primary goal.
No way do I second guess that decision.
