The Charms can be bought, yes, but only if you have the cheese to do it.

As for stuff to stock up on: Dreaded and Cackle charms for hunting in the Jungle.

You might want to buy Scrap Metal, too, since a few traps need a lot of it to craft them.

Gauntlet Tier 3 Potions are another to stock up on. Means you can skip Tiers 1 and 2 in the Gauntlet.

If you are a collector, you'll want the new trap.

I plan on getting the skins.

And Gilded Cheese can be purchased, which is cool if you want to target Burglar and Master Burglar mice.

Things to be aware of: On the profile page where you Trick or Treat, if you click on the candy you'll be rewarded with Halloween Candy. Not every profile will have it and it looks like you're limited to 10 from Profiles just like you can only TorT 10 times a day.
