Occupy Cincinnati was like that a few days back. At first cops were ticketing people staying in the park after hours.

Then businesses abutting the park (which is just a strip 2 blocks long) complained, so the police started making arrests. Gave the protesters a heads up then arrested those who stayed in the park. Most were quickly released on bail. Occupy leaders chose not to stay in the park after a few days of this. I think now they're just rallying there in the evening. Numbers aren't big. They're not even making the local news the past couple days.
Cincy is such a hotbed of tea party activity I was surprised Occupy managed to get 1000 people on the first day to rally. When I saw the much smaller numbers of people actually *occupying* I felt this was going to fizzle out quickly.
