I found a very similar recipe on seriouseats which confirmed that what we tried the second time was incorrect

But did not lend any suggestion to what might have happened the first time.

The only thing I can imagine is that when they called for 'dry powdered milk' I may have picked up something that isn't actually 'dry powdered milk'. But it's powder. And it becomes milk. So, it seems like a pretty good bet that it is.

My logical side is perplexed.
