So even the title of the article (which I realize you did not write) is not accurate.

If they were trying to fuck with the actual Caucus process, I'd take a different tact because the purity of the election process is important.

But NOTHING in that article talks about messing with the caucuses, regardless of what one things the definition of swarm is.
