I think she was considering it rather than strongly in favor of it. She was doing the right thing by keeping her options open. If Cochran and her both flip, they are tethered until the end of the game, but they share the anger from their former allies. That move makes some sense for her but not enough.

Whether she planned it or not, this move is a lot better because she hasn't alienated anyone while Cochran's Survivor camp is built on an Indian Burial Ground. She can use him for information and possibly even protection while maintaining allegiance. She's in a great position now, accidentally or intentionally.
