You shouldn't pull up if you are doing it right. What happens is that you push down on the left side control buttons to come out of the dive. This will immediately elevate you in a controlled flight pattern. In fact, if you do this from great heights, you can dive and soar for several hundred meters once you get the hang of it. A couple of Riddler achievements reward you for such maneuvers.

In other words, if you are not coming out of the dive and immediately seeing Batman's wings appear like a boat's sails during a wind burst, you are not performing the move right.
