It's my understanding that it's one or both of the Stockstills.

There may be someone else as well.
Honestly, I would want to fire everyone involved in player development and scouting, except for the major league scout.
I think that's part of what MacPhail meant when he said things were worse than he thought when he took the job. I think he was at least able to move at least one of the Stockstills to a spot where they did less damage.
