I think it's another way to ensure he doesn't fight him.

If he fights Manny it will be his "one last big paycheck before retirement" fight.
He really wants to retire undefeated. He keeps ducking Manny hoping that someone will beat him and people stop calling for the fight. But if he keeps doing that, all anyone will talk about once he retires is how he kept ducking Manny.
