typically they spend more money on loyalty programs, and fund it through the merchant fee.

my bank issued me a mastercard and amex on the same account at the same time, I get 1.5 points per dollar from the amex, and only 1 for the MC.
or maybe the higher margin/lower volume makes them more money.
