Let me elaborate on Paterno a little further...

It will be interesting to hear more about what was allegedly said to who. Paterno never witnessed anything, but did have misconduct reported to him. IMO, the ideal manner for Paterno to respond is to a) encourage, nay, insist that the person who witnessed the abuse report it to police, and b) then escalate the report to his superiors. Paterno's reporting to police would be of limited use to the cops without the cooperation of the witness. Now, if the witness was reluctant to report it, I think Paterno should report it and tell the officers to contact the witness directly. But I do think there's a pretty large number of people here who can be condemned for failure to report, and I don't think Paterno is at the top of that list.
