My only guess is that it's an urban store that, at least in part, serves a young, often childless population. But there are also lots lots of families in the areas. And Target (should?) know(s) the demographics of the store, so they (should?) know what to order. It's not a new store, nor has there been a demographic shift over the past year or two.
