I still agree. But I think it's a lot easier for us to armchair then, say, if a person is looking at being able / not being able to feed and house

their family. (That may or may not apply in this specific case of course). It can become easy to rationalize, to say it's not your job, that you didn't see the really bad thing that you think you did, that someone else must have noticed and will do the right thing.

I'm not excusing this behavior, but I'm not surprised by it.
