But here's the thing. It's supposed to be disruptive. That's what draws the attention. And doing it in the vicinity of Wall Street makes perfect

sense even if it affects some portion as collateral damage. Where they get into trouble is when there is little apparent relation to the appropriate target. Here the target is far to remote and the percentage of collateral damage is way too high.
