[Not an attempt to stir the pot, especially the day before Turkey Day...] but, what do you think the appropriate "measured" response should have been

I was talking to my boss about this earlier (he was at Berkeley during the "Free Speech Movement" and took part in countless protests)and he said they should have tried to remove the students (picking them up out of line and handcuffing them) and not used pepper spray, or done nothing.
I'm not sure doing nothing, considering they were seen (several times) refusing a lawful order to unblock the sidewalk is the right answer.
I'm also not sure you don't have the same outrage, not to mention the possibility of injuries to both the officers and protesters, if you try to forcefully remove the protesters from the sidewalk (it looked like before the spray was let loose two offers attempted to do that, and the female resisted).
So like I said, i'm truly not trying to stir the pot here, i'm really trying to wrap my head around this situation, a situation where the pepper spray is wrong to so many, but the "response" i'm hearing from so many people up here of "do nothing," doesn't seem right to me either.

I'm not sure I think pepper spray would ever be an appropriate response over a tent.

Well, I don't have a full answer, but I will say this ... the pepper spray was not used according to specifications. It was ejected too close to them.
