sound can make a movie when the images themselves are not compelling... this idea is what gives me fits on set and in post (picture is everything... sound, whatever)
if the intention is to make a soundless movie, then yes, the story can be purely visual, but with the ability to sync sound, you can add so much to the story that wouldn't be there without it.
