He was an expert in marking country of origin on imported goods and I helped him out at the office for a few summers.
Basically, there is a legal definition of how much assembly (and what type of assembly) has to take place in the US for it to qualify as Made in the USA. It can't be just wrapping the item or making a nonessential change to it.
All of that being said, my dad saw illegally marked items all the time, all over the place, mostly not things he was actually working on . I see illegally marked stuff as well. I learned how items are supposed to have the label stuck on them, and I see it done wrong all the time, especially at retail stores. Often the stores will do stuff like remove an outer wraper or slap a price sticker over the country of origin marking. That's illegal.
