I'm (predictably) troubled by the idea that the gov't is supposed to be the ultimate audience for all public speech...


Or that the speech protection is solely/mainly designed to protect the channel of communication running from public to gov't.

Whereas I always imagined it to be protecting the public-to-public speech talking *about* the gov't. Which may be splitting hairs.

Or I may be generally misreading. :)
