At Christmas, they will have been 'seeing each other' about two months, though they had the 'relationship' discussion where they became exclusive (are these terms dated) on 11/18.
By my observations, they are pretty close, this come on fast and strong for both of them. They seem to spend many nights together, either her or at her place, and spend a good amount of time together, though by no means are always together.
I don't think he needs gift idea, but he is trying ballpark a dollar figure for expenditure. Clearly doesn't want to spend too little, but (my assumption here) doesn't want to buy a $300 ring either.
