It's a licensing thing. Most of the missing seasons are already grouped together in on single discs containing multiple episodes.

It's already been noted and they tried to get earlier seasons back in season form, but were not successful. They are still trying.

Thanks for destroying my credibility. Now they know me as the guy who's pushing for The Serbian movie and Backyardigans. :)
