I think their biggest problem is that a meaningful part of the population that would pay to go to games, spends a lot of time out of Miami during the

summer. The weather is so awful, a lot of the better off people in Miami spend a lot of time in more northern climates. They've also build the stadium in a crappy area. Unless they are selling pretty cheap tickets, they will continue to have problems (though the retractable roof will help. I don't know how anyone sat through those games in August in Florida before).
