Not yet, the Tournament Hall has to be rebuilt first. But the news update says Champion Charms will be one of the items available

And there will be 3 new bases, too, but I'm not sure how those will be earned/purchased.
They are Bronze/Silver/Gold so they might require Tourney victories to earn the right to purchase them.
