Oh, more MI4 griping! (spoilers)

If the IMF can't stop the exchange from happening in Dubai, then why insert themselves in the middle at all?

Also, they didn't drive to Dubai from Moscow. I'm pretty sure Dubai's airport isn't across the desert from the city. Why is it, when they arrive in Dubai, they're driving across the desert?
