I've been around casual drug use for a long while now. This last year saw someone close to me reveal a very serious drug addiction however. It was very upsetting and of course threw us into fits of concern.
From the sounds of it, he has a serious problem. Whenever someone starts altering their life and the course they're taking and have a drug problem...it's the drugs.
While I don't think pot is dangerous for everyone it can be for some people. The fact that he doesn't want to make a choice is classic stoner behavior. He probably just wants to sit around and get high. It's become a standing joke but for some people it's a real problem.
I don't know what the other drug is however.
Right now he thinks he can "handle it" but the fact that he's considering radical life changes in order to indulge in drugs seems to suggest he can't manage it. I'm always dubious of people who claim they can. It's the people who think they can manage a drug habit that sometimes end up in very dark places.
This is all just my opinion however. Maybe you should talk to a professional, a drug counselor, medical professional, therapist, etc. If for no other reason than to help you and the family and then put together a plan of action.
