They might be, but I wouldn't say hands down.

The AFC North has a good chance to send 3 teams to the playoffs this season, and probably 2 of the 3 bet teams in the AFC. The least of them has rookies at QB and WR1.
The team that is out of it is bad in large part due to QB play, and are in great position to get either Luck or RG3.
