I don't think the author used the best exemple, you can apologize without using the word "apologize"

In a sense, it could still be argued he did.
On the other hand, there are many example of politicians saying "If we do X, Y will happen!" that are very to disprove, and yeah I still think journalists should stop reprinting what AP writes word for word and they should start calling out more bullshits
